I appear to have the same issue as Alex G describes. This issue happens on different PCs and on different networks. So in summary: Browser doesn't matter PC doesn't matter Network doesn't matter Attachment type doesn't matter Sender doesn't matter Mailbox does matter only happens to one email address currently Download destination does matter.
